"Podori" was an attempt by the Korean government to "soften" the image of their thuggish goon squad police toward a kinder and gentler acceptance by their own countrymen. By the way, the campaign worked! South Koreans just LOVE cutesy cuddly little cartoon character mascots. But then again, seemingly so do most Asian countries. Just have a look at J-pop culture. It's just about the cutting edge of facile culturalism.
